Are these prices monthly?

Hello. I'm a new user; Im thinking about buying access to the Lotro Bot to help leveling an alternate character...
The price list says I can buy access to the LOTRO bot for 4.95$, but it fails to specify for how long the access is... and right underneath, there's a lifetime option for 75$...
I'd like to confirm whether this is a monthly rate, or what? Thanks for clarifying that.
