Steam does not detect hacks. VAC does.
VAC is only enabled on Valve's products, or where a license to use it, has been granted.

ToS is not a valve product. it is simply published there.

IMC and Nexon are involved in the development of the game.. which means its bottable for sure.

I'm planning on playing TOS for a long time. However, there are already some bots out there. I see bots grinding and stuff, they use hacks where their attacks teleport and instantly hit the mobs without walking to them. They also teleport. Now, I don't need all those dumb hacks that can get you instabnned. I think a decent bot where it grinds and walks along the path attacking monsters will be extremely good.
